An Army nurse practitioner who evaluated a reservist who later killed 18 people says he couldn’t use New York’s red flag law to disarm the man because he was not a New York resident. Maj. Matthew Dickison told an independent commission Thursday that Robert Card was displaying psychosis and paranoia in July when he evaluated Card at an Army hospital. Dickison concluded Card was unfit for duty and shouldn’t have access to guns. He says he was surprised when Card was released two weeks later from a private psychiatric hospital where he had been receiving treatment. In October, 18 people were killed when Card opened fire at two locations in Lewiston, Maine.

Former first lady Melania Trump will attend the Republican National Convention next week in Milwaukee. That’s according to two people familiar with her plans who spoke on condition of anonymity before full details are released. It will be a rare public appearance for a woman who has been largely absent from the campaign trail as her husband, former President Donald Trump, runs to return to the White House. It remains unclear whether she will deliver a speech or have any formal role in the proceedings. The news was first reported by CNN.

A fourth person has died after a driver crashed his pickup truck into a Fourth of July gathering in New York City. Police announced Thursday that 30-year-old Emily Ruiz had died of injuries sustained when the driver plowed into a group celebrating the holiday on Manhattan’s Lower East Side. Three victims were initially pronounced dead after the crash, and several others were injured. Forty-four-year-old Daniel Hyden has been charged with crimes including aggravated vehicular homicide and driving while intoxicated. His defense attorney says Hyden is entitled to the presumption of innocence.

U.S. Sen. Ron Wyden is calling for action against a new practice big technology companies are using to swallow up the talent and products of innovative AI startups without formally acquiring them. The Oregon Democrat sent a letter Friday urging antitrust enforcers at the Justice Department and the Federal Trade Commission to act against "undue consolidation across the industry.” The practice general involves a smaller startup sending its key employees to a larger company after they license its products or datasets.

Finnish lawmakers have narrowly approved a controversial bill that will allow border guards to turn away third-country migrants attempting to enter from neighboring Russia and reject their asylum applications. The government’s bill was meant to introduce temporary measures to curb migrants from entering the Nordic nation. It is a response to what Finland sees as “hybrid warfare” from Moscow, accused by Helsinki for funnelling undocumented migrants to the two countries’ border. The temporary law, valid for one year, was approved by 167 lawmakers — the minimum needed for it to pass in the 200-seat Parliament.

Dozens of bodies collected throughout Gaza City’s Tel al-Hawa neighborhood arrived at Al-Ahli Hospital on Friday morning while civil defense workers said they continued to unearth the dead from destroyed streets and buildings. Crews are recovering bodies scattered in the neighborhood’s destroyed streets and buildings, where entire families appear to have been killed by artillery fire and aerial bombardment and about sixty have been recovered, the director of Civil Defense in Gaza told The Associated Press. The scenes in Tal al Hawa mirror those in other Gaza City neighborhoods from which Israel’s military has withdrawn in recent days.

Finland gives the green light to controversial law to turn away migrants at border with Russia.

A man has been given a life sentence for plotting to kidnap, rape and murder Holly Willoughby, one of Britain’s most high-profile television personalities. At Friday's sentencing hearing at Chelmsford Crown Court, around 40 miles (65 kilometers) east of London, Judge Edward Murray told Gavin Plumb that he would have to serve a minimum term of 16 years before he can be eligible for parole. Murray said Plumb, a 37-year-old former security guard, had an “unhealthy obsession” with Willoughby and that he posed a serious threat to all women.

Greek authorities have warned of an impending weeklong heat wave during the summer tourist season, with a high risk of dangerous wildfires, as much of southern Europe swelters under high temperatures. The new heat wave comes on the heels of the hottest June on record in Greece, according to preliminary weather service data. In neighboring North Macedonia, authorities have also issued a weeklong heat alert starting Friday in the small, landlocked Balkan country.

The Czech brewer Budvar, which has been embroiled in a long legal dispute with U.S. beer giant Anheuser-Busch over the use of the Budweiser brand, says it increased its net profit, output and exports in 2023. Budejovicky Budvar NP said its net profit jumped 46.3% last year to 293.8 million Czech crowns ($12.6 million). It attributed the result to successful development of its markets at home and abroad, which helped compensate for the loss of the Russian market. Budvar halted exports to Russia and Belarus following Russia’s invasion of Ukraine in February 2022. Budvar says it exported 72% of its 2023 output, with exports increasing by 4.6%. The company sells beer in some 70 countries.

Pakistan’s top court on Friday found that the party of imprisoned former Prime Minister Imran Khan was improperly denied at least 20 seats reserved parliament, in a significant blow to the country’s fragile governing coalition. The ruling by the Supreme Court was hailed by Khan’s Pakistan Tehreek-e-Insaf party, which was previously excluded from a system that gives parties extra seats reserved for women and minorities in the National Assembly or lower house of the parliament. Though the verdict is a major political win for Khan, it will not put his party in a position to oust the government of Prime Minister Shehbaz Sharif, who came into power following a Feb. 8 election that Khan allies say was rigged.

Saudi Arabia and the IOC are teaming up for their first commercial deal together with the oil-rich kingdom set to host the first Esports Olympics next year. The International Olympic Committee says a statement the gaming partnership will be for 12 years “with Olympic Esports Games held regularly.” The announcement was made during the two-month Esports World Cup being staged in Riyadh. The IOC said last month it planned to launch video gaming Olympics to try to attract and retain young fans and audiences.

Nepal’s prime minister has lost a vote of confidence in parliament after losing the support of the largest party in his coalition government which would now force him to step down from office. Pushpa Kamal Dahal failed to get the support of more than half the members of the lower house of parliament, on Friday which was required to win the vote. He had to move a confidence motion in parliament after his main ally in government decided to withdraw their support to the government last week and join hands with another party to form a new alliance. Dahal became prime minister in December 2022 when he formed a governing coalition after inconclusive general elections in Nepal.

A security breach in 2022 compromised the data of nearly all of AT&T’s cellular customers, customers of mobile virtual network operators using AT&T’s wireless network, as well landline customers who interacted with those cellular numbers. So far it has found that the compromised data includes files containing AT&T records of calls and texts between May 1, 2022 and Oct. 31, 2022. The company said Friday that it has launched an investigation and engaged cybersecurity experts to understand the nature and scope of the criminal activity.

Nigerien authorities are enforcing a curfew as they search for inmates who escaped from one of the country’s most fortified prisons in the Tillaberi region on Thursday night. Niger’s Ministry of Interior issued an alert about the Thursday night attack on Koutoukale prison. The interior ministry did not say how the inmates escaped, nor how they fled. It asked government agencies to beef up security and engage local leaders. The prison was last attacked in 2019 when suspected jihadi fighters tried to break into it but were repelled by security forces.

British police have arrested a 26-year-old man on suspicion of killing two sisters and their mother in a crossbow attack. In a statement Friday, Hertfordshire Police said that the suspect remains in a serious condition in hospital. The three women, Carol Hunt, 61, and her daughters Hannah, 28, and Louise, 25, were killed at their home in the quiet residential neighborhood of Bushey, northeast of the capital, on Tuesday evening. The killings prompted a major manhunt that led to the capture of the suspect, Kyle Clifford, on Wednesday in a cemetery near his home. The three women were the family of a well-known BBC commentator.

JPMorgan Chase says profits jumped sharply in the second quarter as the bank cashed in billions of dollars of its holdings in Visa Inc. But the bank’s results were also helped by higher interest rates, as well as consumers who seemed to still want to spend, despite geopolitical and economic uncertainties. The nation’s biggest bank by assets posted a profit of $18.15 billion, up 25% from a year earlier. A significant part of JPMorgan’s results was a $7.9 billion gain on its stake in Visa. Without that, profit fell compared with the year-ago quarter.

AT&T says 2022 security breach compromised data of its cellular customers and landline users that interacted with them.

The German government says it “won’t be intimidated” by Russian attempts to undermine the country’s support of Ukraine, but is refusing to comment on a report that Moscow planned to assassinate the chief executive of a leading defense company. CNN reported Thursday, citing five unidentified U.S. and Western officials, that American intelligence discovered earlier this year that Russia planned to kill Rheinmetall CEO Armin Papperger. It said the U.S. informed Germany, whose security services were able to protect Papperger and foil the plot. Neither Rheinmetall nor the German government would comment. An Interior Ministry spokesperson said Friday that Germany takes “the significantly increased threat from Russian aggression very seriously.”

Switzerland coach Murat Yakin is signing a new contract to take the team into qualifying for the 2026 World Cup after an impressive run to the European Championship quarterfinals. The Swiss soccer federation says a news conference for Monday will detail the contract extensions for Yakin and his assistant Giorgio Contini. Yakin has been in the Swiss job for three years and had a difficult period during qualifying for Euro 2024. He was reportedly approached to take a club job in Saudi Arabia. Switzerland was unbeaten at Euro 2024 until being eliminated on a penalty shootout by England last Saturday.

Democrats running to replace the late U.S. Rep. Donald Payne Jr. will go before voters in a crowded and contentious special congressional primary where three candidates survived legal challenges to have them removed from the ballot. The winner of Tuesday's primary will represent the party in a Sept. 18 special general election to serve out the remaining weeks of Payne’s term in northern New Jersey’s 10th Congressional District. Registered Democrats outnumber Republicans by more than 6 to 1 in the district. The outcome of that election will likely further narrow an already fragile Republican majority in the U.S. House.

Barbora Krejcikova will face Jasmine Paolini in the Wimbledon final on Saturday. Both women are surprised they've made it this far. Krejcikova had a bad back and just a handful of wins this season before Wimbledon. Paolini had never even won a match at the All England Club in three prior appearances. They both won their semifinal matches Friday in three sets. Krejcikova ousted 2022 Wimbledon champion Elena Rybakina. Paolini outlasted Donna Vekic in the longest Wimbledon women’s semifinal on record. Neither finalist has participated in a Wimbledon singles title match before. Their meeting ensures there will be yet another new champion. Seven women have won the singles title in the past seven editions.

Israel’s military said Friday that one of its soldiers was killed in combat in northern Israel as the country’s army and the Lebanese militant group Hezbollah continue to trade cross-border fire. The military did not specify how the 33-year-old sergeant was killed. The Iranian-backed group and Israel have been trading near daily exchanges of fire since the Israel-Hamas war broke out last year.The United Nations estimated that about 300,000 Palestinians were still in hard-hit northern Gaza. Most of Gaza’s 2.3 million people are now experiencing widespread hunger while crammed into squalid tent camps.

A Dutch court has rejected a claim from human rights organizations that the Netherlands is dodging a court order to stop sending F-35 fighter jet parts to Israel which could use them in Gaza. The Hague District Court ruled Friday that the groups had not shown any evidence that the Dutch government was ignoring the earlier ruling. Earlier this year, an appeals court told the Dutch government to halt the export of F-35 fighter jet parts to Israel. It cited a clear risk of violations of international law if they are used in strikes on Gaza. The government appealed to the Supreme Court but halted exports in the meantime.

Primoz Roglic has withdrawn from the Tour de France ahead of the 13th stage a day after he got caught in a crash. Roglic lost more than two minutes to his rivals Thursday after hitting the tarmac 12 kilometers from the finish line when a rider ahead of him struck road furniture and lost control of his bike. It was the second accident in 24 hours for Roglic a four-time Grand Tour champion. He got back on his bike but struggled at the back and was helped to the stage finish by his Bora-Hansgrohe teammates. He crossed 2 minutes, 27 seconds after the winner and dropped to sixth place overall.
